I am guessing you have never read the National Response Plan, the Homeland Security website or FEMA's.

Actually, I have, since this disaster began. But PEOPLE are always primarily responsible for saving themselves. To the extent FEMA or anyone else can help them, great. But primary responsibility rests with the victims themselves.

There are at least three layers of protection that are of higher priority that that of any federal agency:

a) The residents themselves should use reasonable measures to protect themselves (which would include following any mandatory evacuation order);

b) Local officials should take action where practical prior to any disaster to issue appropriate evacuation orders and provide reasonable assistance to those who can evacuate on their own; and

c) Local "first responders" have primary responsibility immediately after the disaster for saving lives.

Now, it has been admitted by FEMA officials that this disaster requires them to have another look at item (c); i.e., what to do when the first responders themselves are not able to respond -- e.g., when there is no remaining communications infrastructure, ground transportation, etc.

So, in this worst disaster in American history, we are learning a few things. Why is it necessary for the Dems to turn it into a political event? It is obvious that in a disaster of this magnitude, not everything will go perfectly. Still, FEMA has done a pretty damned good job and certainly warrants a grade of B+ or better.
