Whatever. The evacuation was materially complete by the following weekend.

This wasn't bad considering FEMA and the Natl Hurricane Center had both recomended a mandatory evacuation order on Saturday.

Had their instructions been followed by local officials, and had local officials taken action to use the hundreds of available busses to remove those who couldn't evacuate on their own, the entire Superdome and Convention Center situations would have been avoided.

Had the local officials provided a true shelter facility in New Orleans (one with food, water, and even portable sanitation facilities) the urgent need to evacuate after the storm could have been mitigated. Had local officials properly studied the situation, they might have known that the Convention Center, not even a planned shelter facility, would have become a de facto shelter and been able to arrange for these people congregating there to have food and water.

The point is that you cannot reasonably expect the federal government to do its job AND to pick up the slack where local officials have failed to complete even the most basic planning and preparation.
