Well, The National Hurricane Center contacted the governor Saturday night and the mandatory evacuation was announced at 9:30 the next morning. It's not like they were delaying a huge amount of time.

Apparently, the Superdome was stocked with MREs and water, but you are right, they should have anticipated the sewers backing up.

And they knew the Convention Center wasn't a planned shelter facility. But when you have people swimming up and asking where they should go, you make a decision. And it clearly was a snap decision, else they would have unlocked the food and water and put some people in there to distribute it instead of having people break in to get them.
