India, given its British 'education', may be not astute enough to crave an overseas base or two, but I think China has zip interest in any approach that is a path to sure failure - bases generate costs and animosity, requires management and logistics, and so more bases, and people to staff the bases, which generates still more animosity.
The next base that is of any strategic and commercial value is, IMO, out there amongst the stars, any the only way to get there is (a) political cohesion, (b) organization, (c) affordable approach, (d) peace and quiet to get the job done, (e) technical capability, small r and big D.
The effort will of course also require platinum and gold.
