Then why are people bitching about FEMA purportedly not providing supplies?

The Sunday news shows, other than CNN, have been telling. In particular, Brit Hume had his facts straight on who was responsible for what and where the real problems were -- and that was clearly at the state and local level. In fact, it appears that FEMA's performance was just about what it was supposed to be.

Nagin was on MTP and Tim Russert seemed to grasp the situation better this week, as well -- as he asked very pointed questions as to why the evacuation wasn't handled by the city as it should have been (a far cry from the FEMA bashing of last week). Panel guests on the morning shows have clearly begun the process of laying blame where it belongs. Nagin refused to criticize the federal response directly, but couldn't have been clearer about his disgust with the governor.

FEMA wasn't the problem here. Blanco refused to permit FEMA to take control, basically. I think that going forward, FEMA will have to be given authority to take control when a local official won't cede the authority. How this is done legally, I just don't know.
