Interesting. I never heard this before, but it does not surprise me.

I'm going to look for that issue of Consumer Reports. Unfortunately my one good contact at Ford in fuel engineering retired, so I don't have anyone to ask that will give me an honest answer.

I can assure you that no one "cheats" on FMVSS numbers (Federal Motor Vehicle Safety Standards). To do so would open the OEM to unlimited liability.
