Blacks fault lack of local leadership

I don't care if JC comes down and puts the blame on Nagin. There is blame and there is blame. Could Nagin have gotten more people to evacuate the city.....maybe a few more. Was the response to the disaster after the fact his fault? Hardly. The feds share most of the blame for that one.
