Seriously, who would you call? Heinz or the Rose law firm? :) No really, would you let foreign companies in? 60-90 days for a bid process? Hire them all initially to get it done faster? Once again you are in over your head. Do you know what the federal procedures are for bidding on a contract during emergencies? I didn't think you did. Let's put this way, the Bush administration doesn't follow them at all. Why no one stops them is beyond me. Oh wait, the GOP controls Congress. Never mind.
