That was an interesting article by Jack Kelly, but two things jumped out at me in this sentence:

For instance, it took five days for National Guard troops to arrive in strength on the scene in Homestead, Fla. after Hurricane Andrew hit in 2002. But after Katrina, there was a significant National Guard presence in the afflicted region in three.

First, Hurricane Andrew hit in 1992. Second, my understanding is that getting the National Guard out is a state responsibility. If so, then wouldn't this quicker response mean that Blanco did a better job than the Gov of Fla at the time (Chiles?)
