Chinu, what you wrote is still false, as I said. I don't need to re-visit distribution of responsibilities between states and federal, because we already know the governor controls the national guard of her state, and only the governor requests help from neighboring states Nat. Guard. That IS the way it is set up (and it seems to me it should be). First Responders, as it is now set-up, are local and state, and FEMA, a coordinating agency, abided by the opinion of the state powers that be (including State Homeland Security, not Federal Homeland Security).
