You'd LIKE it to be the end of the discussion, because it fits your anti-Bush bias. Trouble is, to be correct we must note that it isn't "Bush's" so much as it is Congress's streamlined FEMA. What's more, FEMA did in fact listen to and seem to agree with the state in this case, and so did not respond.
