Before a CAT 5 hurricane, the local and state are the main players - they failed. After the storm has hit, the mayor is a personally powerless voice - his resources are GONE. The governor has what resources are left after Iraq in one of the poorest states in the union.

It's time for the Feds to save the day. They didn't. Bush seemed like he didn't really care for DAYS, before and after the storm. Cheney remained on vacation. Brown was obviously WAY over his head, in a job Bush should NEVER have appointed him to. Brown's two immediate underlings were also ex-Bush political operatives with (unbelievably) even LESS experience than Brown.

You appoint these people to the Advisory Committee on Student Financial Assistance or the African Development Foundation, but you DON'T put them in the top slots of the Federal Emergency Management Agency, where incompetence kills Americans. This is a Bush failure, not a Brown failure.
