Yes, your post has a lot of truth to it too. But Clinton did decimate our intelligence capabilities by making it illegal to hire bad actors. That was a mistake. How can we get close to Al Qaeda and other bad actors unless we mingle with them?

I am not sure that Clinton was even at fault for that one. The CIA got lazy. The Cold War was over. There wasn't the urgency like before. Instead of using CIA operatives in the field who knew the local language, they began to use field agents native to the country. Consequently, the CIA was getting only the info that the field agent wanted them to get. As it turned out, that helped to screw us to some degree. Is that something a president should know is wrong? I am not sure I would.

Having said that, the intelligence agencies of Germany and the UK both warned Bush that something was up right before 9/11 so its not like we were sitting in a vacuum.
