The California Lawyer magazine had an article about a
trip to Cabo by a number of law students.

They were in town for some kind of seminar.

It seems a group of them decided to hit the bars
and negotiated a fare with the cabbie. Upon arrival,
a dispute arose as to the amount. (Basically, the cabbie
was unwilling to give change and wanted to keep the
entire amount tendered, regardless of the intended
tip.)

Anyway, during the discussion, a couple of Mexican
police officers showed up and grabbed one of the students.
They thrust a shotgun into his ribs and tossed him into
the back of the police car.

They took him to the station and put him in a smelly
cell with another inmate, where he sat for at least
2 hours without knowing what would happen.

Finally, the rest of his group showed up and he was
released, after paying a $40 or $80 fine (can't recall which.)

It seems that his buddies had sought help from
the bar owner, who then arranged for the release.

Evidently the concern over encouraging tourism transcends
all in that neck of the woods...lol.

He commented that his experience sounded like a bar exam question--

Your client has been arrested in Mexico without any
indication as to the nature of the charges. He is being
held in the local jail. WHAT DO YOU DO NOW?
