Sure. Prima facie, the job should be given to someone who can do it, and do it well -- on whatever objective criteria exist to measure or estimate performance. If that means an exam or aptitude test then so be it. And the person who does best has proven his worth for the job, promotion, whatever. But to discriminate against someone who attains excellence in such a test because he/she is the wrong colour, the wrong sex or the wrong class simply debases the meaning of the term "merit" to mean anyone who those in charge like.

As an anecdote, I used to be in charge of a department in a teaching hospital and someone once asked me what criteria I used when appointing someone to a post in the department? I responded immediately, "The one with the big tits and nice arse, of course."

So you see, I do know about "merit".
