I agree. They can put out some small fires, keep law and order, and perhaps feed a few homeless.

Mary, I think you continue to confuse the planning with the execution. The planning responsibility lies with the locality. They're the ones who know their area best and who have responsibility for it. They're best equipped to come up with the plans.

Those local plans will include resources from other localities, states and the feds and may also call for coordination of the implementation by the state or the feds. Planning, resources, and command and control of implementation are three different things. The plan, created by the locality in coordination with other partners, should lay out who does what when.

Just because the locality doesn't have the wherewithal to do more than put out fires or feed a few people doesn't obviate their role in planning and initiating the implementation. Each partner has a role. It's up to the locality to do the plan and to initiate and monitor the implementation/execution. The big resources will surely come from the feds.

It's no different from any activity you do that you don't do yourself. If you get your house painted, you do the planning and you contract with a painter to do the actual painting. The painter doesn't just show up at your house when he sees it needs painting. You have to take the initiative. And you are the one who makes the plan including what kind and color of paint and when you want the work done. Then the painter shows up with all the stuff at the appointed time and does his thing, just like the feds in a disaster.
