That's true. In fact, at least three of the people that are regulars at the coffee house I fequent don't have bank accounts, and I suspect that a few others don't either. Two of them say keeping track got too complicated. The third is behind on child support. I just read that FEMA now says we have to provide housing for a few hundred thousand people for up to five years. I have to admit that my immediate reaction was "Why?" I don't mean to be heartless, but...
