In theory, the locals know their scenario best, are the ones with a life-or-death stake in the outcome, and have control over local planning resources. In theory, the feds have more general experience. Making the locals primary seems obvious to me. At least I'd take my chances with the locals, as a general rule (unless I knew them to be singularly incompetent or corrupt, as perhaps was the case in NO).


It is not all that complicated.

The National Hurricane Center predicted a category five hurricane would hit the NO area 48 hours beforehand.

There exists a National Response Plan to deliver federal assistance when a disaster is too big for local officials to handle.

Locals know very little about category 5 hurricanes. They do not have any resources to cope with such.

How can I make that easier to understand?
