"Chertoff delayed federal response, memo shows" Is is beginning to look like no one in charge actually knew what was in the National Response Plan. Or, if they did, they chose to disregard it. I suppose you can't really expect a political appointee with no experience to actually know what their job entails, but... I suppose it would be pure partisanship to expect important posts to be held by competent people.
