Here's an interesting line.

"No proceeds of any of the Loans shall be applied to the
repayment or prepayment of the 9.5% Cumulative Convertible Debentures
issued by the Parent Guarantor."

Sounds like Eco thinks they can still make $1.20 despite the added dilution of the conversion of the debs, which saves the cost of the premium for buying them back (which may have been around $2 mill on the remaining debs). It also allowed an institution to get in. Sounds like they have some impressive contracts coming in if they think they can make $1.20 and what may be around 18 mill shares in the 4th quarter.
