Not only that, many of the houses in New Orleans and the surrounding area have been flooded, some for a long time. Those that aren't destroyed are probably tear down material. Now flood insurance is hard to come by, even essentially impossible. Since the damage was from flood and not wind, insurance won't pay...

I am not sure how storm surge works into this.
