Yes, I agree. However, the way CAFE standards work is that they are averages for fleets of vehicles. Therefore, if you make cars, you have to balance out your worse performing, heavier vehicles with the better performing, smaller vehicles, so that they all average the CAFE standard. However, I'd bet that the super-heavy vehicles will continue to be exempted. The good news is that the bulk of American car sales will increasingly be shying away from super-heavy vehicles, especially as cars get more mpg efficient. I know that my next car will be a hybrid for sure.
