Only time will tell in either case.

(And, this certainly isn't the first time that Iraq has been a disorganized, conflicted 'nation' either....)

However, I'd be willing to venture a guess that --- however much money gets wasted --- rebuilding an American city and region is likely to give us more benefit, buck for buck, then continuing to pour borrowed money into the middle of a foreign nation's civil war.
