Feinstein is quite opposed to ethanol. You see California isn't near any sources of ethanol (Napa Valley notwithstanding, but those Chardonnay grapes have a much superior use), and there is a mountain ridge between it and the rest of the country. It kills California financially to use ethanol. Yet the federal government requires an oxygenate, and California took the lead in banning MTBE. Pop quiz: What is the feedstock for MTBE???? Answer: Natural gas.
