It was a brilliant speech, and borrowed from "the great society" of LBJ just enough to make it a powerful speech, invoking the other great natural disasters which Americans were able to overcome, i.e., the Chicago fire, the dust bowl of the 30's, the great earthquake, it was an uplifting speech, indeed... the best advice for the demohacks is to agree with Bush here, America is not in a vindictive mood right now, and if the demohacks start firing away at Bush it will only backfire in their faces... Bush's rating will soar in time because of this speech...
If Bush tried to implement the same programs and attempt to get funding without a hurricane, he would get nowhere, but he very brilliantly took positive advantage of the disaster to implement some of the programs he wanted to implement but was not able to do so before...
