New Zealand has seemed pretty business friendly to me when I have been there.

The just retired President of CDL, a subsidiary of Singapore based Hong Leong, found it an extremely easy and profitable business climate to build homes, and build and operate shopping centres and hotels (Millennium, Copthorne, Kingsgate).

It may be that some right-wing New Zealand businessmen may not be up to world standards and find it difficult to compete with foreign nationals in their own nation.

I do think New Zealand has short-changed itself in allowing the ownership of all NZ banks pass to Australian hands. Not having locally owned banks usually puts a damper on things.

I also think its unfortunate that NZ can't create more jobs for its graduates rather than sending many of NZ's best to emigrate each year. From an economic view, that has to be costly.
