I like all your ideas except this one. America is a land where the hardworking, smart poor can become rich. We don't want to create any more wealthy, undeserving princes than we already have. Let them earn their own.

If a person wants to bequeath something, let them do it while they're alive. When they die, pass on any small business, farm, etc., but sieze ALL the wealth left after the bills are paid. Who better to tax than the dead?
