because the commies stopped it some time ago, and if re-instated they would come out wailing crying this and that and the other why it is unfair... they would rather see everyone be dumb, stupid, and poor before allowing a few risk takers get a benefit from THEIR OWN work and risk taking endeavours... to those depending on their need, from those depending on their ability the result of watching too many dumb, dumber, and dumberer movies...
