Hard to say. When I worked for the state, you couldn't be fired at will, it had to be for cause. And if you thought it was unfair, you could complain to the grievance committee and present the evidence and they got to decide. Since Texas is an otherwise employ at will state, some supervisors didn't realize there was a difference and regularly got in trouble over this one. But, they might have changed the rules.

Still, it is going to be hard to dispell the feeling that her termination was as a favor to Rove. So it may wind up being expensive to make this go away. The political fallout might be worse than the economic though.
