That's correct, there is nothing contradictory in those statements. Throwing money at an arm of the government does not mean that the spending priorities are correct. The Congress [most notably the GOP Congress] has an excellent record of throwing pork in all the appropriation bills. A recent high profile example is the $200M bridge to Gravina Island in Alaska [population, a whopping 50]. Does that suggest to you that there are no other higher transporation priorites than to build a $200M bridge to an island of 50 people?

Further, from reading the excerpts, it's pretty clear that each editorial had a different emphasis. The NYT had spelled out it's opinion that it wasn't wise to have programs [flood control and federal flood insurance] that encouraged building in high risk areas. But it did acknowledge that flood control was necessary in certain areas which were already heavily populated.
