BEIJING (AP) - The main U.S. envoy to North Korea nuclear talks said Sunday a new Chinese proposal allowing the North to keep its civilian nuclear program after disarming was a positive step, and the six nations negotiating the draft would discuss it Monday.

U.S. Assistant Secretary of State Christopher Hill said the negotiations aimed at persuading the North to give up its nuclear weapons ambitions would end Monday whether an agreement was reached or not. ...

Let's see if I got this right. Iran, which says it doesn't have nuclear weapons and doesn't want them, can't have a civilian nuclear program because we don't trust them. On the other hand, North Korea says they do have nuclear weapons [Which we believe, even though there's been no test.] can have a civilian nuclear program ... I guess because we can trust North Korea. Now if it turns out that North Korea says they were just fooling and they don't really have nuclear weapons would we believe them and if we did believe them then would we allow or not allow North Korea to have a civilian nuclear program?
