Most inland cities developed at crossroads, or where rivers and roads crossed, or because some confluence of hospitable conditions existed there. Las Vegas exists because gangsters built casinos there. It's a completely artificial place, with no natural water, no real reason to exist at all, except that it does. It's almost like a moon colony.
