You should look into the economics of the port of New Orleans. This area is a vital infrastructure monster of America. Bridges and telecom will all be fixed within the normal economics of America. The newest and latest of Jack Kilby's children will make telecom and even civil engineering tasks cheaper and cheaper. New Orleans and the gulf area need an assist to restore critical mass. America and all Americans will be more prosperous for it's undertaking.
