FEMA had a plan that specifically stated that the locals wouldn't have the resources to remove those that couldn't evacuate, and that FEMA would have to take responsibility. FEMA are the experts, that's all they do, the go to guys in a disaster. Not some dysfunctional Mayor in one of Americas most dysfunctional cities. FEMA had the plan, they didn't use it. They sat on their hands. Give up on Bush. He's failed this country at every turn. He'll go down as our worst President ever. 50 years from now people will say "what were they thinking when they reelected that guy?!?". John
