The "spending spree" is building office buildings and convenience stores and homes and malls. I must have overlooked that part in various articles posted these past few days. I'm sure that there are some kinds of low interest loans and loan guarantees (there always are after disasters big and small) but I wasn't aware of plans for the government to actually build private buildings (or directly pay for such building).
