That's the thing with hurricanes... you can't act on the assumption that everyone is going to be a Katrina (a 40 year storm), or the hugely expensive evacuations would kill the local economies.

I think its too early to decide that Katrina was a 40 year storm....esp. if global warming is a factor. In fact, Katrina may become the norm in the future. In the last three years, each year has seen the formation of more storms than the year before. Three years does not make a trend in weather but its worth watching closely.
