The Sandinista communists were literally the creation of an earlier left wing strongman of Venezuela, Carlos Perez, the same Perez who in 1974 seized all foreign oil assets in the country. Perez funded the Sandinistas and worked with Jimmy Carter and Cyrus Vance to overthrow President Somoza of Nicaragua. Perez and Jimmy Carter hoped to fill the Caribbean with Castro style communist dictatorships like the Sandinistas. In fact, Carter's first official act as president was to stop a shipment of arms to Somoza's National Guard. Carter's Panama Canal initiative was a piece of the same puzzle. This is not new but a work in progress of the American left going back to the 1960's. Notice that Jesse Jackson was in Venezuela recently but had his stay cut short by the Katrina hurricane. Jackson had been at odds with the Carter Center crowd, but I understand that now they are all chummy again, working to undermine thier nation hoping to take advantage of the recent oil price spike.
