I expect the refineries will continue to work. Engineers know there are hurricanes in the area on a regular basis, and they will have designed the systems to continue functioning when hurricanes pass by. There will no doubt be minor glitches needing fixing, but it's not as though everything will just blow over in the wind.

Since everyone expects there to be a big increase in oil prices, there probably won't be.
