Exactly as was done with Katrina.

As to stuff that was prepositioned, it has been explained on numerous TV news stories that many of the prepositioned assets were not used because they were not the particular items that were needed.

The bottom line is that, as some people were saying, over and over, state and local authorities are responsible for the evactuation and first response.
