It says they have applied for there Liscences in these locations. There is no date stamped on this document but the named i read was transworld oil and gas so it had to be within the last couple months. Some major Companies applying in the area included Shell, Mobil, Chevron, Amoco and BP. I don't know if it means anything but its all I could find, here is the website onshoreuk.com
