That isn't good. Parts of Port Arthur are below sea level. The whole area is carpeted with ports and refineries. If you fire up Google Earth and look at Port Arthur you will see a lot of little white disks. Those are tank farms for petrochemical products storage. They don't refine as much gasoline as around Houston, they produce mainly other chemicals. There are ports at Beaumont, Port Neches and Port Arthur.

And Houston still floods.

I didn't mention Lake Charles. If Port Arthur gets dead centered, then Lake Charles gets nailed. Which also is a port and has refineries around it.
