I agree. We need a system for evacuation of big cities that is like airplane boarding, where the "window seats" board first, then the center, then the aisle. If necessary, it should be done by closing some roads and contraflowing the ones who's time slot says it's time to go. In most places, the coastal areas should go first, followed by the city, followed by the more proximal suburbs. There should actually be drills on this to test it, too, especially in the coastal and Florida cities. Otherwise we'll have chaos (as we're seeing) everytime this happens, because the coasts have become overpopulated.
