While perhaps not technically accurate (the authorities will probably still have guns, but then I guess a nit picker could say that then they wouldn't be totally outlawed), it is pretty much true. Its true in the sense that anyone who has a gun after the ban would be an outlaw even if they where otherwise law abiding, but its also true in the more important sense that murderers and thugs would remain armed while average citizens would probably be disarmed.
