Good article. But I think the writer was only partially right on the statement above. US officials, yes they don't want any country to challenge Israel. UK officials, some of them, yes. France and Germany officials have other agenda rather than for Israel on this issue.

In fact, nobody (including China and Russia) really wants to see another country to get the nuclear bomb. Which would make the world increasingly dangerous. That's the main factor, rather than for Israel, in France, Germany and other country's mind when they deal with the issue, IMO.

On the other hand, to punish Israel's enemies who try to be a nuclear power while letting (Greater) Israel have the nuke monopoly in the Middle East is off-balance and dangerous for the region's peace as well. Which should explain why German Chancellor Gerhard Schroeder recently rejected the Bushies’ threat of military force against Iran, and why Russia and China opposed to the sanction against Iran advocated by US/Israel officials (Obviously, Russia's traditional relationship with Iran and China/Iran’s "the deal of the century" in oil and gas recently are also important factors to affect Russia and China's attitudes).
