Chavez is off his rocker. Venezuela is full of oil and he's going to grown sugar cane to compete with his almost free oil. It costs very little to get oil out of the ground in Venezuela.

If he spent the money on making a really great country full of excellent highways, airports, superconductor levitated and propelled passenger vehicles and modern things instead of wasting it on growing sugar, he might end up with a country worth something.

A country with oil exports subsidizing sugar cane growers, with the surplus going down a socialist government gurgler is not going to be much use in a few decades.

Maybe the 25 million people are worth so little that ethanol production from sugar cane is the most useful thing they can do. I doubt it, but maybe that's all they are good for.
