I saw on MSNBC just now details of Project PAM - done last year in New Orleans. (RE: KATRINA NOT RITA...) Paid for with our tax dollars, and the federal govt. - this study by an academic in New Orleans clearly outlined what would happen if a Cat 3 hurricane hit New Orleans - and all the problems with levee failures, flooding, having to evacuate hundreds of thousands without transportation - all was in the PAM scenario - and published and given to the Army Corp of Engineers - who scoffed at it by the way. Also given to FEMA - I believe they participated - and also scoffed, and the White House. Oh - and Fed funds were cut for levees there. It was all known for many years - and almost everything written in the reports last year came to pass...
