now I think this is actually how Republicans govern...incompetently with massive overcharges and billions of dollars just lost or stolen.

Using the attribute "govern" may be giving them more credit than is due. It doesn't appear to me that they have any interest in governing. For the GOP, being in power is an opportunity to satisfy their own personal greed.
