Looks like both measures level the playing field that favors skilled workers. Any with half a brain know the in the Great Britain sized three state area there is so much work to be done, there will be a shortage of skilled labor. Labor will be in a position to seek compensation. With billions flowing in, money will be competing for skilled laborers. It seems liberals hate real equal opportunity.
