Instead of pondering out loud what to do about the trusts, much better to sit down in roundtables with industry, make a plan, then slowly telegraph the plan and make a very easy introduction. This is what Greenspan has done (the introduction part) with rates and while some may disagree with his policy his methods do generally avoid instability in the markets.

Goodale cost markets $3bn last week, he could do much better.
