More than 80 percent of the $1.5 billion in contracts signed by the Federal Emergency Management Agency alone were awarded without bidding or with limited competition, government records show, provoking concerns among auditors and government officials about the potential for favoritism or abuse.

Personally, I dont see how we could expect competitive bidding in a situation such as above where time is of the essence to begin and end the work. I have no idea what a fair price would be as the disaster in the Gulf coast with the flooding and all make it VERY much more difficult then that which we normally have in Fla. However 15 a cubic yard seems relatively fair to me based upon other contractors much smaller contracts in the immediate area. Just to give you an idea of what people get now, I met the wife of who is probably a subcontractor and owns a few pieces of equipment, backhoe, bulldozer type stuff. He is being paid $3,500 a day to bring his equipment up there and operate it. jdn
